Scientific advisors are a relatively new addition to government ministries in Estonia. A study of their role as intermediaries between research and policy shows that they help especially to improve the quality of studies commissioned. However, this requires access to academic sources (articles and datasets) that would be made easier by the use of Open Science, which is not yet available in the organizations that design and prepare public policy.
