The present paper describes the Hill Reservoir project, the main part of a ten-year strategy on soil and water conservation in Tunisia, along with its aims, organisation and the pragmatic reality or initial catchments. An associated research programme is being conducted with two major components : - a hydrological study leading to an assessment of available water and expected lifespan of the equipment; - agro-socio-economic surveys, based on the various types of reservoir, in order to examine now the local population manages the facilities. The authors conduct a critical examination of the objectives involved allowing the criteria for choosing sites to develop to be re-thought. They conclude with the observation that the environmental protection is not simply related but highly dependent on effective sustainable development.
