The aim is to enter the debates in a global frame and to accelerate processes of deliverance of administrative authorization. Some cases law have also precise some rules about public debate proceeding.

If it concerns the public inquiry, the law aims to limit possible retards are due to the failure of the inquiry commissioner, and to accelerate the rapport requirements and conclusions about production of renewable energy projects. A new public consultation is created et limited to environmental authorizations. In conclusion, some judgements have precise the rules about the regularization of authorization issue after an irregular public inquiry, the lack of public inquiry during the modification of PLU and required by the Prefect, and the obligations that apply about impartiality of the inquiry commissioner
