Summary : The failure of the Cancun negotiations in the Doha Round highlighted the conflicting positions, especially concerning cotton policies, arising between the USA and emerging countries, including Brazil who lodged a complaint with WTO against the United States. During these negotiations, several exporting countries in French-speaking Africa also complained about the subsidization of the cotton industry in rich countries which is highly detrimental to African cotton marketing systems despite their competitiveness. This article focuses on the performance and competitiveness factors of cotton farms in Brazil, the USA, and Mali, with the aim of measuring the strenghts and/or weaknesses of their respective production systems. In addition to the differences observed, the article also looks at interregional differences prevailing within Brazil and within the USA. These differences are generally dependent on territorial competitiveness or localisation factors associated with specific cropping practices and with access conditions to inputs and services, upstream of the cotton marketing systems. |
