The end of the Cold War promised a distancing of nuclear, radiological, biological and chemical threats and made it possible to alter the order of priorities in policies for preventing major risks.
Since September 11, 2001, the fear of nuclear, biological and/or chemical terrorism on a massive scale has been taken into consideration at the highest level in deciding national risk prevention policies.
